Cloud Migration 7 Rs Strategy

The 7 Rs framework helps organizations decide, application by application, the right cloud migration path between retiring, retaining, rehosting, relocating, repurchasing, replatforming, and refactoring. It prevents the costly mistake of treating every workload identically.

Best Practice: Cloud Migration 7 Rs Strategy

The 7 Rs are a portfolio-level decision framework for moving applications to the cloud. Originally described as 6 Rs by Gartner and expanded by AWS, they give teams a shared vocabulary for deciding, app by app, how much change each workload needs. The seven options are: retire (decommission), retain (keep on-premise for now), rehost (lift-and-shift), relocate (move to a managed equivalent like VMware Cloud), repurchase (move to SaaS), replatform (lift-and-reshape with minor optimization), and refactor (re-architect for cloud-native). This matters because treating every application the same way is the most common cause of failed, over-budget migrations. Different apps deserve different strategies.

Step-by-Step Implementation Guidance

  1. Build an application inventory. Catalog every workload with its dependencies, owners, and business value.
  2. Assess each application for technical fit, criticality, and cost to change.
  3. Assign one of the 7 Rs to each application based on value and effort.
  4. Sequence the work. Start with low-risk rehost and retire candidates to build momentum and free budget.
  5. Define target architectures for replatform and refactor candidates.
  6. Migrate in waves, validating each wave before proceeding.
  7. Decommission retired systems and track realized savings.

Common Mistakes Teams Make When Ignoring This Practice

  • Defaulting every application to rehost and missing modernization opportunities.
  • Refactoring everything, which blows budgets and timelines.
  • Skipping the retire analysis and paying to migrate dead applications.
  • Ignoring dependencies, which causes broken integrations after cutover.
  • Failing to track post-migration cost to prove value.

Tools and Techniques That Support This Practice

  • AWS Migration Hub and Application Discovery Service for inventory and dependency mapping.
  • Azure Migrate and Google Cloud Migration Center for equivalent assessments.
  • CloudEndure / AWS Application Migration Service for rehost automation.
  • Total cost of ownership calculators for business-case modeling.

How This Practice Applies to Different Migration Types

  • Cloud Migration: This is the core use case; the 7 Rs are the primary planning tool.
  • Database Migration: Repurchase to managed databases or replatform to cloud-native engines maps directly to the R options.
  • SaaS Migration: The repurchase option formalizes the decision to replace custom apps with SaaS.
  • Codebase Migration: The refactor option covers re-architecting code for cloud-native runtimes.

Checklist

  • Complete an application and dependency inventory.
  • Score each app on business value and migration effort.
  • Assign exactly one R to each application.
  • Sequence migrations into validated waves.
  • Define target architectures for replatform and refactor work.
  • Decommission all retire candidates.
  • Track post-migration cost and report realized savings.
