What and Why

ClickOps is provisioning cloud infrastructure by hand in a web console. It is fast for one resource and disastrous at scale: no review, no history, no reproducibility, and constant drift between what was clicked and what anyone remembers. Recreating an environment for disaster recovery or a new region becomes archaeology. Terraform replaces this with infrastructure-as-code (IaC), where resources are declared in HashiCorp Configuration Language (HCL), versioned in Git, peer-reviewed, and applied through plans that show exactly what will change before anything happens.

The migration is mostly about safely bringing existing, manually created resources under Terraform's management without recreating or destroying them. Getting this wrong can replace a production database; getting it right turns invisible, hand-built infrastructure into reviewable, reproducible code.

Phases

Discovery. Inventory live resources per account and region using cloud provider tools (Config, Resource Explorer, or provider APIs) and tag audits. Identify ownership, dependencies, and which resources are stateful (databases, buckets, queues) versus disposable. Establish a tagging standard so resources can be tracked and grouped, and flag resources that are unused so they can be cleaned up rather than codified.

Design. Choose a state backend with locking (object storage plus a lock table, such as S3 plus DynamoDB, or a managed backend) and an account/workspace structure that matches your environments. Define a module strategy: thin root modules per environment that compose reusable child modules with clear inputs and outputs. Plan secret handling so credentials come from Vault or a cloud secrets manager, not HCL or state. Decide naming conventions and a directory layout before writing code.

Import. Bring resources under management with terraform import or import blocks, then write HCL that matches the real configuration until terraform plan shows no changes. This is the most delicate phase: a single mismatched attribute can propose a destroy-and-recreate. Work resource by resource, smallest blast radius first, and review every plan. Use prevent_destroy lifecycle rules on critical resources as a safety net.

Modularize. Refactor imported configuration into reusable modules following terraform-module-design-patterns: small, composable, versioned modules published to a private registry, with sensible defaults and validated variables. Replace copy-pasted blocks with module calls so future environments are consistent.

Automation. Wire Terraform into CI/CD: run plan on pull requests with the diff posted as a comment for review, and apply on merge through a controlled runner with short-lived, scoped credentials (OIDC federation rather than static keys). Add policy-as-code checks (Conftest/OPA or Sentinel) and scheduled drift detection so console changes are caught and reconciled.

Key Risks and Mitigations

  • State drift and corruption. Use a remote backend with state locking, enable versioning on the state bucket, and never edit state by hand. Run scheduled drift detection and alert on differences.
  • Accidental deletion. Imported HCL that does not match reality can propose destroys of live resources. Require a clean, no-op plan before apply, use prevent_destroy on critical resources, and review every plan.
  • Skills gap. Teams new to HCL produce brittle modules and unsafe applies. Pair on the first modules, adopt terraform validate, linting (tflint), and a peer-review requirement, and document conventions.

Recommended Tooling

Terraform (or OpenTofu) with a locking remote backend, a private module registry, Vault or a cloud secrets manager, policy-as-code (Conftest/OPA or Sentinel), tflint, and CI/CD (GitHub Actions or similar) for plan/apply gating using OIDC-federated credentials.

Success Metrics

Track provisioning lead time, percentage of infrastructure under code, detected drift over time, and change failure rate for infrastructure changes.

Prerequisites

Programmatic cloud credentials with least privilege, a tagging standard, a remote state backend with locking, and a CI/CD system capable of running Terraform with scoped, short-lived roles.
