What and Why

When every team maintains its own CI/CD scripts, base images, and deployment glue, the result is duplicated effort, inconsistent security, slow onboarding, and a wide variance in delivery quality. New services take weeks to wire up. Platform engineering addresses this with an internal developer platform (IDP): a curated, self-service layer that gives developers paved "golden paths" to build, ship, and run services without reinventing infrastructure each time. The platform is treated as a product, with developers as its customers and a dedicated team responsible for it.

The migration consolidates scattered tooling into reusable, self-service capabilities owned by a platform team, raising the baseline for every team while reducing cognitive load.

Phases

Assessment. Survey developer workflows and pain points: how long to spin up a new service, how deployments work per team, where the duplication and toil live, and which steps cause the most friction or incidents. Map the existing tools (CI systems, IaC, clusters, registries) and the most common service archetypes (stateless web service, batch job, event consumer). Apply Team Topologies thinking to define the platform team as an enabling and platform team rather than a gatekeeper.

Design. Define the platform's scope as a product backlog driven by developer needs, not technology for its own sake. Choose a developer portal (Backstage or similar) with a service catalog as the front door, and standardize on GitOps for delivery, IaC for infrastructure, and templated pipelines. Establish golden-path templates for the common archetypes, and decide the guardrails (policy-as-code, security defaults) that ride along with them.

Golden paths. Build software templates that scaffold a new service complete with repository, CI pipeline, IaC, observability, and security baked in. A developer answers a few prompts in the portal and gets a production-ready, compliant starting point in minutes instead of weeks. Keep templates opinionated but escapable.

Self-service. Expose self-service provisioning: developers request environments, databases, and deployments through the portal or pull requests, and the platform fulfills them via GitOps and IaC automation with policy guardrails, not manual tickets. Embed security and compliance into the paved path so the easy way is also the safe way, and route exceptions through a clear process.

Adoption. Drive adoption with documentation, onboarding, internal evangelism, and inner-source contribution so teams extend the platform rather than route around it. Measure usage, lead time, and developer satisfaction, and iterate on the platform like any product with a roadmap and feedback loops.

Key Risks and Mitigations

  • Platform as bottleneck. A ticket-driven platform team becomes the new blocker and recreates the problem it set out to solve. Make capabilities self-service via APIs, templates, and GitOps, not manual fulfillment.
  • Low adoption. Developers ignore a platform that does not solve their real problems. Treat it as a product, gather feedback continuously, and start with the highest-pain golden path to earn trust.
  • Scope creep. Trying to platform everything at once stalls delivery and dilutes quality. Prioritize the common archetypes, ship incrementally, and expand based on demonstrated demand.

Recommended Tooling

A developer portal with a service catalog (Backstage), GitOps delivery (Argo CD or Flux), IaC (Terraform/OpenTofu), templated CI/CD pipelines, Kubernetes as the runtime, and policy-as-code guardrails. Golden-path scaffolding templates tie them together into a coherent paved road.

Success Metrics

Track lead time for changes, deployment frequency, time to onboard a new service, and developer satisfaction measured through surveys.

Prerequisites

A dedicated platform team, executive backing, GitOps and IaC foundations already in place, and a commitment to treating the platform as a product with real user research.
