Static Secrets to Cloud Secrets Manager Blueprint

This blueprint moves static and hard-coded secrets into a managed cloud secrets manager with IAM-scoped access, versioning, and native rotation. It covers discovery, least-privilege design, waved migration via workload identity, and rotating all legacy secrets.

What and Why

Many teams keep static secrets in .env files, CI variables, Kubernetes Secrets without encryption, or constants in code. These are long-lived, widely copied, and rarely rotated. A managed cloud secrets manager (AWS Secrets Manager, Azure Key Vault, or Google Secret Manager) stores secrets centrally with identity and access management (IAM) controls, versioning, audit logs, and native rotation. Unlike running your own secrets server, the managed service handles availability, encryption at rest, and patching, so the team focuses on access policy and rotation.

The migration moves secrets out of artifacts and into a service that authenticates each workload by its cloud identity, grants least-privilege read access, and can rotate credentials on a schedule without code changes.

Phases

Discovery. Scan repositories, history, CI configuration, container images, and runtime environments for secrets using detection tools. Build an inventory with owner, consumer, sensitivity, and current rotation status. Treat anything found in Git as already exposed and slated for rotation.

Design. Choose the managed service that matches your cloud (or the primary one in a multi-cloud setup). Define a naming and tagging convention and a hierarchy (per app, per environment) for secrets. Map IAM roles so each workload's identity reads only the secrets it needs: instance roles, IAM Roles for Service Accounts (IRSA) on EKS, Workload Identity on GKE, or managed identities on Azure. Identify which secrets support managed rotation, especially database credentials.

Pilot. Migrate one service. Store its secrets in the manager, grant the workload's role read access scoped by path or tag, and update the app to fetch secrets at startup or via a sidecar / the Secrets Store CSI driver. Confirm caching to avoid API rate limits, graceful handling of new secret versions, and that audit logs capture access.

Migration. Move services in waves. Replace .env files and CI-stored secrets with runtime fetches authenticated by workload identity, so the secret never lives in an artifact or pipeline variable. Manage the secret resources and access policies with Terraform so they are reviewed, least-privilege, and reproducible.

Rotation. Enable automatic rotation where supported (for example, a Lambda or function that rotates database credentials), set rotation schedules, and rotate every legacy secret. Purge plaintext from code and Git history and invalidate the old values.

Key Risks and Mitigations

  • Secret exposure. Rotate every discovered secret and scrub Git history; assume any committed secret is compromised.
  • IAM misconfiguration. Over-broad policies defeat the purpose and create new risk. Apply least privilege, scope by tag or path, deny by default, and review policies in code review.
  • Rotation breakage. Apps that cache a secret indefinitely break after rotation. Fetch with a short cache TTL or subscribe to version changes, support dual credentials during rotation, and test rotation in staging.

Recommended Tooling

A cloud secrets manager (AWS Secrets Manager, Azure Key Vault, or Google Secret Manager), Terraform for secret and policy configuration-as-code, the Secrets Store CSI driver for Kubernetes, IAM workload identity (IRSA / Workload Identity / managed identities), and secret scanning in CI.

Success Metrics

Track secret rotation frequency, remaining plaintext secret count, IAM least-privilege coverage, and change failure rate around secret changes.

Prerequisites

A cloud account with the secrets service enabled, workload identities configured for runtime auth, Terraform for policy management, and a secret-scanning and rotation policy agreed up front.
